UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a new study of municipal councils, English councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England announced its property management strategy featured the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Pressures

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently further found local finances being strained by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties confronting local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
